SoP/ Security Protocol for the adequate protection of Health Care Professionals/Medical staff and COVID frontline workers

  1. The GOI has promulgated an ordinance to amend the Epidemic Disease Act, 1897, introducing following major provisions: –
    1. Violence against doctors and healthcare workers a cognizable and non-bailable offence.
    2. Damage to Health Care facilities/ Clinical Establishment is due cognizable and non-bailable offence.
    3. Whosoever commits or abets the commitment of violence against health care worker, shall be punished with imprisonment ranging from 3 months to 5 years, and penalty ranging from Rs 50,000 to 2 lakh.
    4. In case of a very serious attack, the imprisonment may be for a minimum period of 6 months and maximum of 7 years, with penalty ranging from Rs 1 lakh to 5 lakh.
    5. As per the Ordinance , investigation into the incidents of attacks on doctors and healthcare workers has to be conducted by a senior inspector and be completed within 30 days. ·
  2. In view of the above amendments and direction of GOI. Following SOP/Security Protocol is being issued for protection of Health Care Professional/Medical and COVID Frontline workers:-
    1. GNCTD should come out with Advertisement campaign in both prints in electronic media making people aware about the provisions amended Epidemic Disease Act, 1897.
    2. The advertisement should include the contact number of State Nodal Officer, lncharges of CTCs, CCCs, CHCs & CHs and their counter parts of Police.
    3. The advertisement should also include the helpline number of Delhi Govt., Delhi Police & State Nodal Officer.
    4. The H&FW Department should designate Health Nodal Officer for all the facilities and the contact number should be exchanged with Police Authorities.
    5. The Delhi Police should appoint Nodal Officer at the District level for all the facilities, who should be available round the clock for any issues.
    6. It should be ensure that Police Nodal Officer for all the facilities and their counter parts in Health & Administration should be in close liaison that no incidents against the care professionals/COVID frontline workers happen.
    7. The State Police Nodal Officer should compile the Action Taken in all such reported cases under which action has been initiated under amended Epidemic Disease Act, 1897. The same shall be put up before the committee for kind consideration on fortnightly basis.
