ORDER
Whereas, the Delhi Disaster Management Authority (DDMA) is satisfied that the NCT of Delhi is threatened with the spread of COVID-19 epidemic, which has already been declared as a pandemic by the World Health Organization, and has considered it necessary to take effective measures to prevent its spread in NCT of Delhi; And whereas, Delhi Disaster Management Authority has issued various orders/instructions from time to time to all authorities concerned to take all required measures to appropriately deal with the situation;
And whereas, in pursuant to the orders issued by MHA, Gol, Delhi Disaster Management Authority (DDMA) has already issued order No. F.2/07/2020/S.I/122 dated 01.05.2020, order No. F.2/07/2020/S.I/129 dated 03.05.2020 and order No. F.2107/2020/S.I/132 dated 04.05.2020 with regard to movement of stranded persons in distress;
And whereas, MHA, Gol vide DO letter No. 40-10/2020-DM-I (A) dated 11.05.2020 (copy enclosed) has further conveyed that the situation of migrant workers walking on the road and on railway tracks is a matter of great concern and therefore, it should be ensured that migrant workers do not resort to walking on road and on railway tracks.
Now therefore, in exercise of powers conferred under Section 22 of the Disaster Management Act, 2005; the undersigned, in his capacity as Chairperson, State Executive Committee, DDMA, GNCTD, hereby issues directions to Sh. P.K. Gupta, Pr. Secretary (Social Welfare) / State Nodal Officer, Sh. Muktesh Chander, Spl. Commissioner of Police, Delhi / Nodal Officer of Delhi Police and all District Magistrates of Delhi & their counterpart District DCPs of Delhi that:
(a) It should be ensured that the migrant workers do not resort to walking on road and on railway tracks.
(b) In case they are found in such condition, they should appropriately be counseled, taken to nearby shelters and provided with food, water etc. till such time they are facilitated to board the `Shramik’ special trains or buses to their native places.
(c) There should be proper cooperation with the railways in running of more number of `Shramik’ special trains so that travel of stranded migrant workers is facilitated at a faster rate.
(d) All `Shramik’ special trains should be received without any hindrance and facilitate faster movement of stranded migrant workers to their native places.
