ORDER
Whereas, Health & Family Welfare Department, Government of NCT of Delhi is satisfied that the NCT of Delhi is threatened with the spread of COVID-19 epidemic, which has already been declared as a pandemic by the World Health Organisation, and has considered it necessary to take effective measures to prevent its spread in NCT of Delhi;
And whereas, all the Govt./Private hospitals /nursing homes which are managing positive COVID patients have to necessarily adhere to and comply with all the guidelines / SOPs/ protocols issued by the Ministry of Health & Family Welfare, GOT, Ministry of Home Affairs, GOI, ICI’VIR and Govt. of NCT of Delhi in letter and spirit;
And whereas, Health & Family Welfare Department, GNCTD vide orders dated 30.04.2020, 09.05.2020, 16.05.2020 & 03.06.2020 (copies enclosed at Annexure-I, H, III & IV) has declared certain Private Hospitals as COVID Hospitals for admitting confirmed cases of COVID-19 on payment basis strictly as per the guidelines / SOPs/ protocols in this regard;
And whereas, vide Order of DGHS, GNCTD dated 24.05.2020 (copy enclosed at Annexure-V) 117 private hospitals / nursing homes having bed strength of 50 beds or more have been directed to reserve /earmark at least 20% of their total bed strength for COVID-19 patients;
And whereas, it has been noticed that COVID related protocols/ guidelines / SOPs issued by Ministry of Health & Family Welfare, GOI, Ministry of Home Affairs, GOI, ICMR and Govt. of NCT of Delhi for admission, discharge and testing etc. are not being followed in letter and spirit which is coming in the way of efficient and effective management of COVID-19 pandemic, and also that asymptomatic / mild positive patients are also being admitted which is absolutely against the prescribed protocols;
Nov, therefore, in exercise of powers conferred by the Delhi Epidemic Diseases, COVID-19, Regulations, 2020 under the Epidemic Diseases Act, 1897, the undersigned, hereby directs that all allopathic hospital owned and run by Delhi Government or owned by Delhi Government and run under autonomous mode shall appoint a Sr. Nursing Officer in each Private Hospital, round the clock (24X7) as per details mentioned in Annexure A. The concerned private hospital management shall provide a separate room/chamber for the Sr. Nursing Officer.
The reception/Help-desk at the hospital shall fill up the information in prescribed proforma (Annexure B), in respect of each COVID-positive patient who is to be admitted and on the basis of the information, the Sr. Nursing Officer shall take a decision on the admission of the aforesaid patients in the respective private COVID Hospital strictly as per the prescribed protocol.
Directors / Medical Directors / Medical Superintendent of Delhi Government Hospitals are directed to ensure the compliance of this order in letter and spirit, in their respective jurisdiction.

ORDER
It has been observed that there has been a surge in the number of positive cases of COVID-19 in the last one week in Delhi and resulting in additional demand of beds in hospital in isolation ward as well in ICU. The following private hospitals are functioning on concessional land and obliged to provide 10% IPD & 25% OPS services to EWS patients free of charge.
In view of above and to augment the beds availability for COVID-19 patients these hospitals are declared COVID hospital to the extent mention against their name:

ORDER
World Health Organization (WHO) declared COVID -19 as pandemic on 11.03.2020 and to enhance the preparedness and containment of novel Corona Virus (nCOV) the Delhi Epidemic Diseases, COVID 19 Regulation, 2020 was notified on 12.03.2020 by the order of Hon’ble Lt Governor of NCT of Delhi.
Presently, 1(1 (ten) private hospitals have been declared as COVID-19 dedicated hospitals vide 01-der Nos. 52/ DGI-IS/ COV ID-19/ 2020/ prsecyhfw/6244-6261; 7323-7392 & 7615-7674 dated 30.04.2020; 09.05.2020 & 16.05.2020, respectively for admitting confirmed/ suspected cases of COVID19 on payment. basis.
It has been found that in the recent past majority of beds earmarked for COVID-19 patients in the dedicated private hospitals are occupied at any given time. Therefore, there is a need to increase the number of beds dedicated for COVID-19 patients in the private hospitals in the city.
As on date, there are 117 private hospitals/ nursing homes having bed strength of 50 beds or more registered under Delhi Nursing Homes Registration Act, 1953 with this Directorate.
in order to increase the bed capacity for COVID-19 patients, all 117 nursing homes/private hospitals having bed strength of 50 beds or more are directed to reserve/ earmark at least 20% of their total bed strength for COVID-19 patients.
Further, during the period of pandemic the clauses w.r.t. space & manpower mentioned in the Schedule appended to Rule 14 of Delhi Nursing Homes Registration (Amendment) Rules, 2011 would be relaxed for these 117 private hospitals / nursing homes and they would be allowed to accommodate 25 % extra beds depending on space availability for non-COVID patients, if they choose so.
These 117 private hospitals shall bill the COV1D-19 patients as per their respective schedule of charges. However, the billing for non-COV1D patients admitted on extra beds shall not be more than 50% of the lowest economy category of the concerned hospital as per earlier practice during upsurge of cases of vector borne diseases.
