The Council of Ministers has approved the following proposal of the Health & Family Welfare Department, Government of NCT of Delhi vide Cabinet decision No. 2850 dated 15.07.2020:

To make 200 beds operational of under construction ‘Ambedkar Nagar Hospital’ as proposed below:
Category I: Medical Manpower & Management

➢ Doctor: Medical officer & some specialists and experienced Doctor shall be posted in diverted capacity. Further, Hospital is permitted to directly engage SR & JR Doctors on already settled terms and conditions.

➢ Nursing Staff & Paramedical Staff: Nursing & Paramedical staff shall be engaged by the hospital against the already created posts. However, some Nursing & Paramedical staff shall be provided from other Hospitals to start the operation.

➢ Nursing orderly: Hospital shall outsource by extending an existing contract of GNCT of Delhi’s Hospital. ALS & BLS Ambulances: The ambulance service shall be provided by the CATS Ambulance services.

➢ Personal Protective equipments: shall be supplied by DGHS out of supplies received from GOI.
Category II: Housekeeping , Floor Management, Supplies
➢ The following items/services shall be sourced either by extending an existing contract of GNCT of Delhi’s Hospital or sourced through GeM.
Linen, pillow cover, patient dress & Staff dress and laundry service Housekeeping, Infection Control, Pest Control, Chemicals and Consumables

Category III: Physical Infrastructure & Outsource Services

➢ Kitchen/Canteen shall be outsourced by extending an existing contract of GNCT of Delhi’s Hospital.

➢ Sanitation Sr Security Services: shall be outsourced by extending an existing contract of GNCT of Delhi’s Hospital.

➢ Diagnostics services: The services of private Lab are permitted to be assigned or requisitioned on nomination basis at DAK/CGHS rate.

➢ Oxygen Supply: Oxygen cylinders shall be provided by DGHS out of supplies received from GOl and Hospital is permitted from authorized refiller.

➢ Pharmacy & other consumables: Medical Director is permitted to procure all consumables & pharmacy from open market on nomination basis, if it is not available from existing vendor of any other hospital of GNCTD.

➢ Electricity supply with Backup and Water Supply: Medical Director, Ambedkar Nagar Hospital is to organize these items in coordination with PWD, Discom, DJB etc.

  • All procurement/sourcing of logistics, supplies, structure and manpower for management of COVID-19 shall be done on nomination basis u/s 50 of Disaster Management Act, 2005.
  • All expenditure shall be against the DSHM funds for COVID-19 up to availability of funds and make available rest of the expenditure under Government of Delhi budget.

Whereas Health & Family Welfare Department, GNCT of Delhi has issued the Delhi Epidemic Diseases (Management of COVID-19) Regulations, 2020, vide Notification dated 13.06.2020 (copy enclosed); And whereas, the aforesaid Regulations notified the specified offences and fines that can be imposed on violation of the following directives/guidelines:

a) Observation of Quarantine Rules

b) Maintaining of social distancing

c) Wearing of Face mask/cover in all public places/workplaces

d) Prohibition of spitting in public places

e) Prohibition on consumption of paan, gutka, tobacco, etc, in public places

And whereas, the following authorities at District level have been notified as ‘Authorised persons’ to impose fine for aforesaid violations:

a) District Magistrate

b) Chief District Medical Officer (CDMO)

c) Sub Divisional Magistrate (SDM)

d) District Surveillance Officer

e) Zonal Deputy Commissioner of respective Municipal Corporation of Delhi

f) Officers as authorised by District Magistrates

g) Officers as authorised by Zonal Deputy Commissioner of Municipal Corporation of Delhi

h) Officers of the rank of Sub-Inspector and above of Delhi Police.


Now, therefore, all the District Magistrates/Chairpersons of District Disaster Management Authority of Delhi are hereby directed to maintain the data in respect of the violations noticed and action taken for these violations by all the aforesaid authorised persons in their respective District on daily basis and to submit weekly report in the enclosed pro-forma on the Corona Foot Warrior Portal of Revenue Department (URL: https://cfwcst.delhi.govin). Login ID & Passwords are already provided to the District Magistrates. SDM (HQ) shall monitor these weekly reports and follow up with the Districts for timely updation. This issues with the approval of the Pr. Secretary (Revenue)/ Divisional Commissioner.

The Council of Ministers has approved the following proposal of the Health & Family Welfare Department, Government of NCT of Delhi vide Cabinet decision No. 2844 dated 26.06.2020:

1. To make 450 beds operational of under construction `Burari hospital as proposed below:

“To make it 450 beds fully functional COVID-19 Hospital in shortest possible time in phased manner (150 beds in one week), the following is proposed and the total requirement may be grouped in three categories and sourced as proposed:

Category I: Medical Manpower & Management

  • Doctor: 38 nos newly joined CDMOs has already been posted, some specialists and

experienced Doctor shall be posted in diverted capacity. Further, Hospital may directly engage SR & JR Doctors on already settled terms and conditions.

  • Nursing Staff & Paramedical Staff Nursing & Paramedical staff shall be engaged by the hospital against the already created posts. However, some Nursing & Paramedical staff shall be provided from other Hospitals to start the operation.

It is hereby notified that Psychiatric Social Counselling Services are available through Tele-Counselling for Doctors, Nurses, other Health care workers and all other frontline workers, under the aegis of Government of Delhi.

This services named “Samarthan” by IHBAS, with support of Delhi Psychiatric Society (DPS) and in collaboration with the Delhi Medical Council (DMC) and Delhi Medical Association (DMA), Senior expert Psychiatrists from the Government and Private Sectors have offered to provide voluntary services for Tele-Counselling, with back-up services in person, as and when required, from IHBAS emergency services round the clock, from the Psychiatry Department of the COVID hospitals or their linked hospitals.

The Tele Counselling Services are available at 9868396802 or 9868396859 from 8:00 AM to 8:00 PM – Monday to Saturday.

In view of the projections of surge in COVID-19 cases and the necessity of augmenting bed capacity urgently, in exercise of powers under Delhi Epidemic COVID-19 Regulations, 2020 and The Epidemic Act, 1897, Bara Hindu Rao Hospital running under North Delhi Municipal Corporation is hereby declared as designated COVID-19 Hospital.

Whereas, the COVID-19 outbreak has been notified as a “Disaster” for being a
critical medical condition and pandemic situation under the “Disaster Management Act, 2005.”


And whereas the Delhi Disaster Management Authority has issued detailed guidelines
from time to time to contain the spread of COVID-19,


And whereas, instances have come to notice that above guidelines are not being
followed in their letter and spirit,


And whereas, rising numbers of COVID-19 cases in NCT of Delhi warrant stricter
compliance with the Various directives issued by the Central Government. and the
Government. of NCT of Delhi from time to time,pursuant to guidelines of National Disaster Management Authority and the Delhi Disaster Management Authority;


And whereas, to enforce these directives, it has now become imperative to impose
penalties by way of fines for a deterrent effect;


Now, therefore, in exercise of the powers conferred under Section 2 of The Epidemic
Disease Act, 1897 and also in view of the guidelines issued by Delhi Disaster Management Authority, Hon’ble Lt. Governor, Delhi is pleased to issue the following regulations:

 

  1. These regulations shall be called The Delhi Epidemic Diseases, (Management of COVID-19) Regulations, 2020.
  2. “Epidemic Disease” in these regulations shall mean COVID-19 (Corona Virus Disease 2019)
  1. “Authorised Persons” under this Act shall and include
    a. Secretary (Health & FW),GNCTD;
    b. Director General Health Services (DGHS),GNCTD;
    c. District Magistrate,
    d. Chief District Medical Officer (CDMO),
    e. Sub Divisional Magistrate (SDM) and District Surveillance Officer (DSO);
    f. And such officers as may be authorized by Department of Health & Family Welfare, Government. of NCT of Delhi, District Magistrates and Zonal Deputy Commissioners of respective Municipal Corporations of Delhi;
    g. And the officers of the rank of Sub Inspector and above of Delhi Police.

  2. The above Authorized Persons shall be empowered to impose a fine of Rs. 500 fort he first time and a further fine of Rs. 1000/- for the repeated offence, respectively for violating the directives/guidelines pertaining to the following:-
                a. Observation of quarantine rules.
                b. Maintaining of social distancing.
                c. Wearing of Face mask/cover in all public places /workplaces.
                d. Prohibition of spitting in public places.
                e. Prohibition on consumption of paan, gutka, tobacco etc in public places.
  3. In case any person fails to pay the penalty on the spot, action under Section188 IPC
    shall be taken against him by the authorised police officer on receipt of a complaint
    from any Authorised Persons or on his own.

  4. Protection to Authorized Persons under the Act: No legal suit or proceedings shall lie against the Authorized Persons for anything done or intended to be done in good faith for ensuring the stricter compliance under these regulations unless proved malafide/ otherwise.

  5. These regulations shall come into force immediately and shall remain valid for a
    period of one year from the date of publication of this notification.

Order to declare small nursing homes 10 to 49 beds as COVID Hospitals dated 13 Jun 2020

ORDER

In order to increase the bed capacity for COVID-19 patients, 117 nursing homes/private hospitals having bed strength of 50 beds or more were directed to reserve/ earmark at least 20% of their total bed strength for COVID-19 patients vide Order No. 231(413)/GEN/Circular/ NHC/DGHS/ HQ/ 5366-77 dated 24.05.2020.

The occupancy of the beds earmarked for COVID patients is displayed on a real-time basis in the Delhi Corona App. More than 70% COVID beds in the private sector are already occupied. Further, it is projected that there would be a requirement of more than 15000 COVID beds till 30th June, 2020 and by the end of first fortnight of July, 2020 the requirement would further swell up to more than 33000 COVID beds.

All nursing homes in Delhi are registered under the Delhi Nursing Homes Registration Act, 1953 and Rules made thereunder.

Clause 14.1 of the Schedule appended to Rule 14 of Delhi Nursing Homes Registration (Amendment) Rules, 2011 mentions as below: “In the event of any natural calamity including outbreak and epidemics or disaster, the owner or the keeper of every nursing home shall, on being directed by the supervising authority in writing co-operate and provide such reasonable assistance and medical aid as may be considered essential by the supervising authority at the time of natural calamity including outbreaks and epidemics or disastrous situation”

In order to avoid intermingling of COVID and non-COVID patients in small & medium multispecialty nursing homes (10 bedded to 49 bedded) and also to augment the bed capacity for COVID-19 patients, all nursing homes in NCT of Delhi having bed strength of 10 beds or more upto 49 beds are declared as COVID nursing homes.

Only standalone exclusive Eye Centres; ENT Centres; Dialysis Centres; Maternity Homes & IVF Centres are presently exempted.

All such nursing homes (10 bedded to 49 bedded) are required to make their COV1D beds functional within three days of the issue of order failing which it would be treated as violation of Clause 14.1 of the Schedule appended to Rule 14 of Delhi Nursing Homes Registration (Amendment) Rules, 2011 and action, as deemed fit, would be initiated against the defaulter nursing home.

This issues with prior approval of the supervising authority.
